Certain parts of the human body are prone to odour, the reason being that they are hidden and unexposed to air and sun.

 Armpits

The armpits are not exposed to air and sunlight, and since people break out in sweat under the arm, the sweat is trapped in the pores and unable to dry off due to lack of contact with air. Trapped sweat emits unpleasant odours.

 To clean

You need a strong sponge for proper scrubbing when you are taking your bath. Lather your sponge with a generous amount of soap, lift your hand and scrub under your arm with the sponge. You have to shower at least twice a day-in the morning and in the evening.

Do not allow hair to grow in your armpit, shave your armpit in the shower before taking your bath. Repeat this exercise at least once a month or twice a month if you are very hairy.

If you are one of those who sweat profusely, antiperspirant/deodorant should be your constant companion. But you don't need deodorant if you don't sweat too much.

 Folds of the neck

The folds of the neck can house trapped dirt which is sometimes transferred to the shirt collar. The dirt is caused by trapped sweat and the area emits odour just like the armpit. Scrub your neck and the area behind your ears with the sponge. Also, apply body spray to the area after shower to keep it smelling fresh and nice.

 Under the knees

People fold their legs while sitting and the area behind the knees could sweat in the process. Clean this area the same way you would clean your neck and the back of your ears. Always carry a handkerchiefs or face towel. These are useful items for wiping off sweat when you are outdoor.

 The mouth

Your mouth needs proper care because food particles and meat get stuck in between your gums on a daily basis and this could cause mouth odour. Floss and brush your teeth twice a day. Have professional cleaning at least two times a year if possible.

 Vagina cleaning

In normal circumstances you are not supposed to smell "down there" but if you notice some unpleasant fishy odour, you need to see a doctor because you could be coming down with an infection.

As far as periods go, you have to change your tampons frequently, shower daily and wear clean clothes.

 Douches and wipes may not solve the problem

Douches, feminine sprays, deodorants, or wipes supposedly keep a woman's vaginal area smelling fresh and clean. Unless a doctor tells you to, you should not douche. Douching can cause allergic reactions, irritation, and even infections.

Feminine sprays, deodorants, and scented tampons aren't a good idea either. They are often heavily perfumed and, like douching, can lead to allergic reactions, irritation, and infections.

 Wash with mild soap

Washing every day with a mild soap and plenty of warm water will keep your vigina clean.

We can learn lots from how kids conquer thumb habits.

What helps kids to cease sucking their fingers or thumbs?  I'm hoping that these principles will prove useful for grownups who want to overcome mistaken-things-we-put-in-our-mouths like excessive food, alcohol or drugs, and cigarettes.

Thumbsucking emerges in infancy, but the habit may start even earlier.  Many babies have been sucking already for multiple months before they even leave the womb.  By the time they have grown to age 3 or 4 when it's time to stop the habit, kids thumbs travel a well-worn path to their mouth, so familiar that most aren't even aware when or if their thumb is in their mouth.

I know that from first-hand experience.  I sucked my thumb until I was nine years old.  By then I needed years of orthodonture to undo the damage.  When I saw my own children repeating the pattern, I asked our family dentist what to do.

"Trying to end thumbsucking will do more harm than good," our genial dentist advised me.  He was concerned that parents would end up fighting with their child or damage the child's self-image by calling attention to sucking habits. 

In response to this advice I initially tried to relax and let the thumbsucking continue in spite of my chagrin.  Gradually I came to my senses. 

"My dentist is great with teeth, but should I trust his psychological advice?" I thought, remembering that I in fact was a psychologist.  So I put on my psychologist's hat and thought again. 

"Looks are hugely important to one's success in life.  Allowing thumbsucking to damage  facial appearance is wrong advice." 

Fired up by that realization, I sat down and wrote a story about a child who breaks a thumbsucking habit.  The next day, plopping my three year old son next to me, I read the story aloud. 

My son was mesmerized.  Even more astounding to me, at the end of the story he promptly announced that he was making the same decision as the boy in the story.  He decided to stop sucking his thumb. 

From this experience came my first book, David Decides About Thumbsucking, plus an education for me on overcoming addictions.   Here's the main principles I learned.  Beyond thumbsucking they apply to mistaken childhood habits of all types, like nail-biting, hair-pulling or twisting, whining, shouting, and hitting.  They apply also to grownup addictions ranging from drugs or cigarettes to gambling, affairs, and excessive anger.

Lesson #1 Appreciate that addictions begin because they serve a positive purpose.

In a study with premature infants, researchers found that infants who sucked their thumbs or a pacifier had shorter hospital stays.  That was because rhythmic sucking soothed them so that they spent less energy in crying.  In addition, sucking re-optimized their heart beats and breathing patterns if they were beginning to get upset.  It had the same positive impact if they were fussing because they had been getting bored. Sucking even regulated the muscle movements of peristalsis in their gut so they digested their food more efficiently.

In studies of children who do or do not suck a thumb, finger or pacifier, it turns out that the suckers become emotionally more independent at a younger age.  Researchers put a child and mom on one end of a long room.  On the far end were appealing toys.  The suckers ventured further and played with the toys away from Mom longer than the non-suckers.  They all had similarly positive interactions with Mom on returning to her.  They just had higher self-confidence in being able to handle independent play, knowing that if they felt stressed they could suck for a bit, feel better, and resume playing on their own.

Lesson #2 Understand that addictions continue because they are gratifying.

Addictions, including thumbsucking feel good.  That's why they take on a life of their own long after the original purpose has passed.  Once the original purpose no longer is there, they are "self-reinforcing" because they continue to generate positive feelings of some sort.

Four and five year old children do not have to suck to regain a positive emotional state  By then they have multiple means of calming themselves when they are upset, and of entertaining themselves when they feel bored. They are no longer dependent on their thumb or pacifier as t he only option.  They can walk into a different room and find a new toy if they are bored, run to mom for a hug if they feel upset, and open the refrigerator door to pull out an apple if they are hungry. Yet the sucking is likely to continue.  That's because it feels good.

Lesson #3  Ending a habit starts with a decision. 

Almost all attempts to end addictions, at any age, begin with receiving new information.

Someone-in the case of kids' sucking addictions that's usually a parent, an older sibling, a dental professional, a grandparent-needs to raise issue and offer new information that makes continuation of the habit look less appealing.

Lesson #4 Habit-ending benefits from a combo of fear and desire.

Decisions to end addictive habits generally include elements that are both fear-motivated and motivated by the gains that will come with overcoming the habit.

In the David Decides story David looks in the mirror and has a heart to heart talk with himself.

"My thumb in my mouth feels good but I look silly.  My thumb in my mouth makes me look like a baby."  In addition, thinking of what his brother Michael had explained about why he was wearing braces, David thinks, "I want my teeth to stay just the way they are right now."               

It helps though that David has a positive goal as well.  He learned from his older brother Michael, "Mom offered to take me to the toy store to pick out something special if I could sleep thirty nights without my thumb."    

Lesson #5 Ceasing can be a struggle.  Keeping track of progress helps keep motivation up to make it all the way to the goalline.

Michale explained to David, "We made a chart to keep count of the nights. On the chart we wrote how many nights I had to sleep without my thumb to earn my prize.  Then each night that I made it No Thumbs, we put a star on the chart."

Lesson #6  Block the Habit

Trying to end a thumbsucking or other addictive habit triggers a reaction very similar to the grief reaction triggered by any loss.  There's a sense of something or someone missing, with an impulse to hunt for the lost person or object.  It's vital therefore to have a way to block the option of resuming the old habit.

David's older brother Michael warned David about how hard a time he had at first going to sleep without his thumb. 

"I kept lying there without going to sleep.  I felt like something was missing.  I really wanted to let my thumb back in my mouth.  I locked my hands between my knees.  Some nights I had them under my pillow.  Finally sleep would come   But during the night when I was sleeping, my thumb kept going into my mouth again."

Michael continued, "One night at bedtime I cried.  I told Dad that stopping sucking was just too hard.  I wanted to give up….That's when we came up with our best idea.  We put socks on my hands. We taped the socks around my wrists so I wouldn't pull them off while I was sleeping.  I reminded Dad every night to help me put on the socks.  I kept the tape next to my bed so we wouldn't forget.  The socks made my hands sweaty, but they did keep my thumbs out of my mouth.  And in the morning if I still had the socks on my hands, I knew I had made it the whole night No Thumbs.

Lesson #7:  Addictions are contagious. 

Staying clear of others who still indulge in the habit is usually vital to ending your own habit.

Indigenes of Plateau State last night expressed anger over the appointment of Alhaji Mohammed Dikko Abubakar as acting Inspector General of Police (IG) following the removal of Alhaji Hafiz Ringim from the office by President Goodluck Jonathan. But a Lagos lawyer, Mr. Femi Falana, has eulogised the Federal Government for its guts in getting Ringim out of office.

Expressing rage over the appointment, the member representing Jos-South/Jos-East constituency in the House of Representatives, Honourable Bitrus Kaze, told THISDAY that: "It is amazing to me that at a time when Nigeria is witnessing a spate of terrorism, a man who has been indicted by the Justice Nikki Tobi Commission of Inquiry into the September 2001 crises in Jos, and recommended for dismissal from the police force by the commission, is the one found fit to lead the Nigerian Police.

"It is disheartening that those who have mentored terrorism in Nigeria are being asked to lead the police against the same terrorism. I cannot imagine it; I am shocked beyond words."

In another reaction, the Special Assistant to Governor David Jang, Mr. Clinton Garuba, said it was disheartening and alarming that the president could appoint Abubakar as the IG.

He said: "AIG Abubakar is incompetent and lacks the credibility of a leader, and has been recommended for sack for his role in the 2001 crises in Plateau State by the Justice Niki Tobi Commission of Inquiry."

He added that "…at a time when the president himself has acknowledged that the Boko Haram sect has infiltrated his government, it is only logical that he appoints someone with a proven integrity and track record of performance to head the Nigerian Police, which is in a seeming position of helplessness due to bad leadership. We therefore call on the Senate, in the interest of Nigerians, not to confirm his appointment."

Also speaking, a legal practitioner in the state, Mr. Harun Audu, said: "…though the prerogative lies with the president on the recommendation of the Police Service Commission to appoint whoever he feels competent, it will be wise for him to avail himself of every piece of information that will guide him in making a right choice." He said as a resident of Jos, "I am aware that M D Abubakar has some questions to answer concerning his performance and disposition in the 2001 Jos crisis".

"I am also aware that he was found wanting by a commission of inquiry headed by no less a person of Justice Nikki Tobi. Perhaps, the president feels that the indictment is not damaging enough to affect his decision. "I only think that the president stands the risk of being accused of insensitivity, considering that Justice Nikki Tobi report and recommendation is not a secret document, and has made a serious recommendation on the career of the person of M D Abubakar," Audu said.

Abubakar was alleged to have masterminded the killings of Christians in Jos in 2001. The Justice Tobi panel constituted in September 2001 by former Governor Joshua Dariye on the Jos crises had recommended his retirement from the Police Force.

The panel had said: "Religious fanatics should not be posted to head state police commands. The commission recommends that for his ignoble role during the September 2001 crises, which resulted in the loss of lives, the former Commissioner of Police, Plateau State Command, Alhaji M.D. Abubakar, be advised to retire from the Nigeria Police Force and in the event of his refusal to do so, he should be dismissed from the service. The government should forward the recommendation to the Police Service Commission for consideration and necessary action."

Meanwhile, Falana in a statement, said: "In spite of intensive pressure mounted on the presidency to retain Mr. Hafiz Ringim as the IGP, the Federal Government has eventually removed him from office in the national interest.

"The government deserves commendation for plucking up the courage to sack the police boss. The ex-IGP should however be made to account for the two leading Boko Haram suspects who escaped or were released by him and Mr. Zakari Biu."

Falana further said: "The new IGP should see his appointment as a challenge to redeem the battered image of the police. Check points that have become extortion centres should be dismantled as beggars in police uniform on the highways are prone to compromise national security.

"The Nigeria Police Force should be repositioned to combat the menace of terrorism, armed robbery and other violent crimes. To do this effectively, Abubakar will have to restore the confidence of the Nigerian people in the police."

Inside Boko Haram's 'Bomb Factories'

Bombs discovered in Kano

From Maiduguri to Kano, Kaduna to Damaturu, explosive mishaps are happening at Boko Haram 'bomb factories'. Weekly Trust, speaking to insiders, gives you the story.

On Saturday 17th and Monday 19th December, 2011, members of the Jama'atu Ahlis Sunnah Lidda'awati Wal Jihad, also known as Boko Haram, experienced major setbacks which many within security circles predicted would happen. Two of their bomb-making locations in Maiduguri and Damaturu claimed at least four members believed to be experts in assembling Improvised Explosive Devices (IEDs). In Kaduna, a two-bedroom apartment believed to be used by the sect exploded, killing two-year-old Lois Obajemu (See sidebar on Page 3) on the same day the Damaturu 'bomb factory' explosion occurred. The sect also lost another base when the Kano State Police Command in what it referred to as a 'major breakthrough' raided a hideout.

Maiduguri and Damaturu have notoriously become the epicenter of violence since the re-grouping of members of the sect in 2010 after the July 2009 incident which led to killing of their leader, Mohammed Yusuf and about 900other people including sect members and security operatives. The sect's leadership agreed that its members were touched by the development but said it will in no way affect its operation. "It's a temporary setback," Abul-Qaqa, the spokesman of the group, said. "We believe Allah is testing our Iman (faith). Undoubtedly, we are strengthened by what happened. We are not afraid of death and absolutely nothing will stop us against waging war on the Nigerian state and its establishments," he added.

Qaqa said the ultimate goal of his group was to ensure the abolition and replacement of the Nigerian Constitution with the laws enshrined in the Holy Qur'an as well as abrogation of democracy. "Some people may think that we would retreat or surrender because our factories have exploded. We will not and we will prove to the world that we are still capable."

But observers are pondering how bomb factories thrive in the two cities and under the watchful eyes of security operatives. In Shuwari, a quiet suburb of Maiduguri, where the bomb factory exploded last Sunday, it was the sound of the blast that attracted the attention of the Joint Task Force (JTF).  Shuwari is dotted with old walls and uncompleted buildings which serve as home to goats and sheep. That notwithstanding, the settlement, despite its rural appearance, attracts some affluent individuals whose mansions are part of the landscape.

As Weekly Trust drove through the un-tarred and sandy terrain, residents looked with suspicious eyes and when asked for directions, they would decline to help. Eventually, a resident pointed at a steep slope which initially seemed inaccessible. He said the 'bomb factory' was located just little down the slope, but it proved inaccurate. A few more questions to a number of skeptical residents eventually led to an old building surrounded by a newly-plastered fence with wide-open gates. A blast appeared to have damaged the back section of the house but leaving the frontage intact. Spokesman of the JTF, Lieutenant-Colonel Hassan Ifijeh Mohammed, said the house was used as a major depot for the production of IEDs. "We recovered the mutilated bodies of three suspects who were killed in the process of making an IED for deployment," he said.

Explosive items which the JTF said they recovered from the scene of the blast include three big drums filled with factory-made explosives, large quantity of unused explosive materials, three AK 47 rifles, timers, a laptop computer and other items used in making explosives.

A resident of the area told Weekly Trust that the house was renovated and rented by some unknown individuals about three months ago. "I have never known any of the occupants or their activities but there were signs that people are living there. The gate of the house is always closed, not only during the day but also at night. This is just what I noticed until the blast," he said. Another resident of the area said in the last few months, the area played host to many strange faces.

Other residents of the sparsely populated settlement said they had never experienced any blast. It was however gathered that an Islamic scholar who lives in Bolori area of the metropolis was picked by security agents for questioning. "He was actually the original owner of the house but sold it out long ago. The house had passed through at least two more landlords before the current occupants took over. So when authorities realized that, the cleric was released," an insider said.

Unlike in Maiduguri, the house which served as a 'bomb factory' is located in the heart of Damaturu, Yobe's capital, a few metres away from the palace of the Emir of Damaturu, Alhaji Shehu Hashimi Ibn Umar El-Kanemi. Popularly known as 'Gidan Gwaiba' (Hausa for Guava House), the bomb factory was in the midst of a cluster of houses belonging to civil servants, teachers and businessmen. "This is the most difficult aspect of the situation because going by the recent discoveries, it appears the sect members are part and parcel of the larger population," Dr. Mohammed Bashir, a sociologist, told Weekly Trust.

Yobe State Police commissioner, Lawal Tanko, said his men mobilized to the scene around 12 noon on that fateful day. "One of the suspects, simply identified as Abdullahi Bana, sustained serious injuries and died in the hospital while two others fled with injuries." Tanko said many dangerous items were items recovered at the bomb-making hideout.

A police source told Weekly Trust that it is only experts that have knowledge of engineering and better understanding of chemistry that can make bombs. "The bomb-makers use things that are use for domestic purposes." He added: "When we searched the factory, we saw handsets ostensibly being transformed into remote controls. We also saw carts heavily loaded with explosives. Basically, we know that carts are used by water vendors." He said that the explosive that destroyed the factory in Damaturu was small, "About the size of an insecticide aerosol, but look at the magnitude of the blast, destroying the entire roof."

Like those of Borno and Yobe, the explosives uncovered by security operatives at the sect's 'bomb factory' in Kaduna were not conventional, a security source disclosed to Weekly Trust. According to him, the explosives were made with the help of some welders and not in well-established factories as speculated. "They fabricate casings or in some cases they use car oil filters, groundnut oil tins, in which they'll put in the explosive substances and a charge," he explained. "[Boko Haram] has been making efforts to get sophisticated explosives but they have not been successful so far," he added, noting that the sect members were in the process of mixing explosive materials before the explosion occurred last Monday.

Kaduna State's police spokesman, Aminu Lawal, also said the explosives were locally made. "Our bomb squad has tested the one that exploded and the ones that did not. The improvised Explosive Devices (IEDs) are locally made."

Some residents of Angwan Magaji, Malakali Area of Mando, where the explosion took place, said that the occupants of the two-bedroom flat used for making explosives were living with women and have people who visit them from time to time. Shittu Ibrahim, a neighbor, said: "We even pray in the same mosque. No one could suspect foul-play."

Another resident, Idris Mohammed, who said he normally parks his car near the 'bomb factory,' said he feels lucky that the incident happened when he was away at work. "None of us suspected anything," he said.

In Kano, police uncovered another 'bomb factory' including arms, chemical and deactivated IEDs, following a tip-off. Kano Police Commissioner, Mr. Ibrahim Idris told Weekly Trust that fourteen members of the sect were detained, four killed, while three police officers died from gunshots during the operation at Darmanawa Quarters, Ungwan Uku. Idris said his men recovered three vehicles, four AK-47s and shot guns, as well as nine magazines and 1,125 live ammunitions of different calibers. The arms were found in a black Honda Accord sedan with Lagos tag no: FF 479 APP.

"One of the recovered vehicles was laden with explosives, meant for an attack," Idris said, telling Weekly Trust how a raid of the residence of one Mohammed Ali at Darnamawa Quarters led to the discovery the car chock-full of petrol and 50 kg cylinders, well-prepared for an obvious suicide mission. "We appreciate the concern shown by members of various communities by giving us information and showing visible anger at the attacks," Idris stated.

A Kaduna resident, visibly peeved, asked: "What have the citizens of Kaduna done to deserve Boko Haram's attention?" His companion shrugged, saying: "It's all too complex for me to understand, too."

A Chinese woman surnamed Li has been diagnosed with gastric cancer after eating instant noodles every day for a month. As a college student from Heilongjiang, Li started eating instant noodles regularly to save money for her family. While preparing for her graduate school examine, Li ate nothing but instant noodles for a month only to save time. Even though she reportedly felt sick, she waited to see the doctor. When she did seek medical treatment, she was diagnosed with terminal.

Zou Xiaoming, head of the surgical department at Harbin Medical University said that 70 years ago, only 1.7% of people under 30 years got gastric cancer, but now the number is 3.3%. He attributes the rise in young people getting cancer to poor eating choices and bad lifestyle habits, including smoking and drinking alcohol, soda, coffee or tea.

Oil Subsidy: What Jonathan Knew About The N1.76trillion Payment?

Information recently made available to 247ureports.com through sources within the power corridors of the federal capital of Nigeria, Abuja, indicates that there appear jolting intricacies laden within the sudden quantum-like spike in oil subsidy payments to select oil marketers/importers during the period immediately preceeding the presidential elections of April 2011 [February to April 2011] and the period immediately following the said elections [April to August 2011] – which coincided with the arrival of Ngozi Okonjo Iweala as the Finance Minister for the Ministry of Finance in August 17, 2011.

A principal and knowledgeable source within the Jonathan administration indicates that the sudden "quantum-leap" in the payment of oil subsidy payments was not a mistake. "The President knew about it" said the source who explained that fake submissions for oil subsidy payments were approved and disbursements were made – and the monies were used towards financing the President's election of 2011.

On the afternoon of January 11, 2011,  two days to the Peoples Democratic Party [PDP] presidential primaries at the Eagles Square in Abuja, the source, pointed to the huge ["staggering"] amount withdrawn from the Central Bank of Nigeria [CBN] for "classified" expenditure. The sum withdrawn, according to the source, was in excess of N150billion.

The money was withdrawn for use against the threat posed by the PDP opponent [Abubakar Atiku] to President Jonathan. Atiku was said to be in a critical race against the president for delegates. The Jonathan campaign had received intelligence the Atiku campaign reached out to 3000 delegates and had disbursed the sum of $3000 to each delegate in exchange for their votes [3000 delegates would give Atiku the victory over Jonathan]. In reaction, the Presidency had to raise immediate 'cash' to avert what would appear an embarrassing loss. Within 24hours, the President's campaign team raised the booty on Atiku – by offering each of the 3000 delegates $7000 in exchange for their votes – an equivalent total of $21million [N3.381billion]. The $7,000 was paid in foreign currency and an additional amount of N250,000 in local currency was handed to each of the 3000 delegates for "hotel and transport" costs – equivalent to a total of N750million. On the night of January 13, 2011, on the day of the PDP presidential primaries, the sum of N4.13billion [N750million + N3.381billion] was disbursed by the Jonathan campaign. And so victory was secured.

Following the victory at the Eagles Square, the President's campaign re-focused its attention to consultations [taming] with political groups within the North who were unhappy with Jonathan's candidacy and believed that President Jonathan should have stepped down for a northern candidate – in line with the zoning agreement previously reached by the party. For this, the president's men made extensive consultations with each of the Emirs in Northern Nigeria and with other leaders of thought in the north. Confidential information available to 247ureports.com reveals that the consultation exercises, by the end of January 2011, cost the President's campaign an excess of N500million.

The Jonathan campaign took an interesting turn as it entered February 2011. A fleet of private Jets was leased from four major carriers -King Airlines, Wings Aviation, Top Brazz and Overland – for use towards the national campaign. The normal charge for per hour of each aircraft was $6000 per hour – and the Jets operated at 70 hours per week. The Jonathan campaign paid the rate of $10,000 per hour - for the period of 10weeks – equating to an amount of N100million daily – totaling to an equivalent of N10.5billion for the said period.

Then came the February 14, 2011 billionaires meeting where the 28-member Presidential Campaign Council [PCC] was set up at the Eko Hotel in Lagos. The billionaires consisted of Aliko Dangote, Otedola, Adenuga, Elumelu, Jimoh Ibrahim, Emeka Offor, Kasim Bukar, Sayyu Dantata, Jim Ovia and others. And as the PCC which was primarily tasked with raising funds for the campaign began work in February of 2011, the oil subsidy requests for payment also began to experience a quantum leap from the budgeted N245billion to N1.7trillion.

Interestingly, the Petroleum Resources Minister, Mrs Allison Madueke and the Finance Minister, Mrs Okonjo Iweala while testifying before the House of Representative Committee investigating the Oil Subsidy funds management indicated that the amount disbursed as at February 2011 was N245billion – and that begining from March 2011 the amounts submitted for approval suddenly surged.

Explaining the surge, the source pointed to the personalities within the 28-member billionaire PCC as directly responsible for the surge from N245billion to N1.7trillion. According to the source, shortly following the formation of the PCC, Sayyu Dantata, a member,  through his company, MRS Oil submitted a N225billion oil subsidy request for payment, Femi Otedola, through his company, AP, submitted a N105billion oil subsidy request for payment, a 'mysterious' construction company by the name Pinnacle Construction also submitted a claim for N300billion – during the same period.

It was during the same period that Stella Odua Ogiemwonyi who was one of the leaders in the Jonathan campaign organization filed a claim that she had spent her own personal money to the tuned of N5billion – for the maintenance of the campaign secretariat.  Stella Odua Ogiemwonyi is the Chief Executive Officer of Sea Petroleum and Gas. Interestingly,  her company submitted claims for oil subsidy payments in excess of N5billion. Her claim was approved and paid.

Cursory inquiry confirms that a significant percentage of the claims submitted by the members of the PCC were fraudulent. The fraudulent oil subsidy claims freed the President's ability to spend in a manner deemed unprecedented by informed experts.

On March 16, 2011, the campaign released N55million to a media company [name withheld] for a single advertisement slot. By March 31, 2011, the campaign paid N7.3billion in advertisements. On March 28, 2011, it donated one car and one bus to each of the 36 chapters around the country and the FCT – along with a cash donation of N14million to each chapter [totaling N518million]. In monetary terms, its equates to a little over N1billion. Between April 12 and April 15, 2011, the campaign disbursed N107billion.

When approached regarding the sourceof the exobitant spending, the Director of the Neighbor to Neighbor Initiative [the main NGO funding and managing the Jonathan campaign], Mr. Mike Omeri stated the donations came from online contributors.

Comparing the yearly trendings of the oil subsidy claims submitted from 2006 to 2011, highlights the anomaly  in the oil subsidy claims between March 2011 and August 2011. In 2006, subsidy claims was submitted for 26.9million liters of petrol for the amount N200billion, in 2008, subsidy claims was submitted for 33.4million liters of petrol for the amount N630billion, and for 2010, subsidy claims was submitted for less than 33million liters of petrol for a little over N600billion.

And so it begs the question, What the President knew about the N1.76trillion subsidy payment.

The National Democratic Coalition (NADECO) today reiterated the need for Nigeria to convene a Sovereign National Conference, for which it called on President Goodluck Ebele Jonathan "and his governmental team," Executive-Legislature-Judiciary, to embrace the idea as a matter of urgency.

It invited all ethnic nationalities to intensify their respective constitution-making processes in formations of their choice including conducting referendum in their respective areas and blocs in readiness for the inevitable final resolution of the long standing National Question.

"Between Aburi and Araba, NADECO believes that a Sovereign National Conference is the inevitable first step and irreducible minimum condition that can set us on the path to salvaging the country from the unfolding grave dangers," the statement said.  "The crises Nigeria faces reaffirms that it is mandatory that the peoples of Nigeria must sit down and restore the very foundation of the country, and thus re-establish the constitutional architecture of Nigeria, allowing every group sufficient space for self and group actualization, so that we can build a nation-state out of the diverse ethnic nationalities."

It warned that some people who believe they benefit from the skewed structure and who adamantly refuse to allow the needed dialogue often turn round to accuse SNC proponents of pushing for Nigeria's break up. In the view of NADECO, the actions of the opponents of  SNC can only lead to Nigeria's break-up and responsibility for such outcome would rest squarely upon such opponents of the idea. 


It said the proposal of the SNC is not about taking governance.  "NADECO warns that no group of power-hungry adventurers of whatever Class should contemplate to, talk less of, capitalise on the crises to take over governance," it said.  "NADECO also commits, alongside the inevitability of the Sovereign National Conference, to ensuring that any such adventure will come to naught and to the grief of any such perpetrators. It goes without saying that any such adventure, indeed MISADVENTURE, would hasten and will cement the undesired and otherwise avoidable violent disintegration of the country, Nigeria."

It said NADECO will shortly be inviting the ethnic nationalities to a colloquium where the issues and processes relating to its proposal will be reviewed by all concerned for a peaceful advancement.

Being the Text of a Press Conference by NADECO on the State of the Country.


As patriotic Nigerians who have at critical periods of crises, periods of uncertainty and virtual crossroads, made interventions, even at the risk to their lives to strive for, and defend democracy in its true form, the National Democratic Coalition (NADECO ) has watched with grave concern, the unfolding events which have heightened insecurity, aggravated instability and ground an already traumatised economy to a halt, threatening the building blocks of the country, Nigeria. Infact, earlier on, NADECO had received calls from groups and individuals to intervene in the suffocating political situation which repeatedly exposed the underbelly of gross inadequacies of the country's constitutional structure. 

For the information and education of budding and olding youth, NADECO is a platform of selfless, albeit distinguished and eminent Nigerians of highest positive pedigree, working with Pro-Democracy Activists, Civil Society Groups, Organised Unions, Professional Bodies, Organised Women Groups, Students Movements and other critical groups in the polity, established in April 1994 as an umbrella platform, to campaign vigorously, creditably and conclusively for the convocation of Sovereign National Conference (SNC) and for the de-annulment of the electoral victory recorded by Bashorun M.K.O Abiola in the June 12, 1993 Presidential Election; an election adjudged in Nigeria and by Nigerians, in and by the International Community as the freest and fairest countrywide election ever held in Nigeria. 

At the risk to their lives but, it is repeated, in defense of Democracy and in an effort to restore the Federal imperative that was the basis upon which Nigeria came into being, NADECO confronted maximum ruler Abacha of fading memory. Some viewed the dare as suicidal, but suffice it to say that  TELL MAGAZINE's 1996 paraphrase of the NADECO struggle was gratifying, thus: "The fear of NADECO is the beginning of wisdom in Abacha's Aso Rock.".

Those who did not understand the motivations believed from TELL's assessment of NADECO's prowess that NADECO lost bearings when it failed to offer itself as alternate Government when Abacha's regime bit the  dust. Many have wondered whether NADECO had abandoned the avowed objective of restoring federalism and had joined in the destructive transformation of what should be a Federal Country into an untenable one through a Unitary System of Government as foisted upon the Nigerian citizenry by  the military through what is called the 1999 Constitution, perhaps to preserve the military organic structure by which the country was misgoverned, talk less of entrenching self-preserving master-servant political order.  . 

We remain committed to our original objective and in keeping with those objectives,  we had  cause before the 2011 Election to advise that our Country was being consumed by issues greater than what just a General Election can address and that such issues are resolvable only by a Sovereign National Conference. After the Election, we cautioned that in the absence of the factors tending towards explosion abating, a Sovereign National Conference be convoked before irreversible self-determination actions became rampant.

NADECO warned that if Nigeria failed to quickly restore the true federal foundations upon which it was established, it may just skid into a disorderly and probably violent exit of entrapped ethnic nationalities from the Nigerian union. It now seems evident that the actions of Boko Haram and other regional ethnic/self-determination groups may have now set us almost irreversibly on the highway to disintegration, most likely violently.

Thereafter we warned that action was needed to avoid a violent disintegration of Nigeria and as recently as 15th December, 2011 being the first anniversary of the demise of our departed Leader Chief Anthony Enahoro, we warned that only a little time was left to stem the evil confronting the country and decried the attempts, subtle and frontal alike, to evade a proper Sovereign National Conference.



Again for the information and education of the youth, some of whom are now in governance yet unaware of how Nigeria came into being and the only basis upon which it can remain one country, it is pertinent to recall that towards the end of the colonial era and as independence approached, three Regions (Northern, Eastern and Western) which could have gone off as countries of their own agreed to remain one country at independence solely on account of certain level of individual autonomy. Each Region had its own Constitution, developed at its own pace using its own resources and contributed to the upkeep of a central government (Federal Government) which was in the first place a creation of the Regions, exercising only such powers as are delegated to it by the federating Regions. The Regions later became four with the emergence of the Mid-Western Region. 

This Federal arrangement which lasted up to 1966 became the golden era of Nigeria as the Regions developed rapidly in healthy rivalry. These got truncated by the intrusion of the Military into governance following the coup of January,1966.

The Constitutions (One Federal, Four Regional) were abrogated and in their place a Unitary system and government was by Decree imposed. States were created by the Federal Government without Constitutions of their own and without most of the powers vested in the defunct Regions. The resources owned and controlled by the erstwhile Regions were by decree confiscated and hijacked by the Federal Government to date. Over time (1976-1996) more dysfunctional States were created bringing the number to 36, each being allocated revenue by the Centre.

To compound matters, Council areas (774) were also created and are allocated revenue by the Centre.

The distortions created by the mutilation of the then Federal Nigeria into an unworkable unitarism is responsible for the current quagmire Nigeria has found itself and has progressively manifested in different agitations across the country all tending towards self-assertion and self-determination by seemingly entrapped ethnic nationalities.

In view of the fast degenerating situation, it is pertinent to recall the tendency to irreversible ebb tide we foresaw and several times raised alarm about, to which the authorities turned deaf ears .




FROM THE NIGER-DELTA REGION

Amidst the hectic oil war it waged at the time, the Movement for the Emancipation of the Niger Delta (MEND), issued a bulletin in April 2008 in which it sought to restate its reasons for the resource control war; the statement read in part:
"A Constitution simply refers to the body of Agreement reached and adopted by the constituents on how to govern their Union.  When such Agreement is replaced by a powerful but tiny minority as has been the case in Nigeria since 1966, the result is the agitation for liberation which in our case has assumed an armed dimension.  Arms aside, the struggle of MEND is not different from that of the MASSOB or the MOVEMENT FOR YORUBA AUTONOMY/OPC or the MOSOP. They are all seeking to retrieve their lost sovereignties either within a re-negotiated Nigeria as prescribed by PRONACO Draft or outside it as envisaged by MASSOB" – (The Nation Newspaper, 8th April, 2008)

Recently, a Pan Niger-Delta Group called NIGER DELTA NATIONS LEADERS, in the wake of the bloody protests that greeted the hike in the pump price of petrol, posited in part:

"… Nigerians currently have time and space for two peaceful opportunities: 
  i.  Renegotiating a new basis of our continued corporate coexistence as a Nation
  ii.  Negotiate a peaceful dissolution of the Nigerian State  as was the case with the USSR,    Ethiopia and Czechoslovakia." (Vanguard Newspaper, January 9, 2012)

Another Group called:

NIGER-DELTA OCCUPY NIGER-DELTA RESOURCES  in an advertorial in the Vanguard Newspaper of January 15, 2012 insisted on:

"… taking our resources back by all and any legal means available to us nationally and internationally; … it is our absolute right to reclaim our land, water, mangroves, swamps and creeks from the strange hands that have long held them hostage."

"We the long suffering, neglected, abused and marginalised peoples of the Niger Delta find it very necessary at this point after much consultation and analysis, to call our people to come back home… it has become crystal clear to our people that we are neither wanted or needed as equal partners in this Country that is made by Lord Lugard"  and continuing: "… Therefore, we have as of this date, 15th January, 2012, started the occupation of our States and Resources and call on all Niger Delta People to converge to occupy our land, water, swamps, mangroves and creeks to protect our God-given Resources."

"… We call on all our Niger Delta peoples, for the sake of our future, to look to our nearest neighbours, the Igbos, for immediate and strong alliance to enable the Niger Delta Nations and the Igbo Nation to face the obvious change that will come to Nigeria, in strength, justice, brotherhood and truth."


FROM THE YORUBA WEST:

Afenifere by an advertorial in the Punch Newspaper of the 29th January 2009 asserted that:, 

"We cannot build a stable and prosperous Nation on a faulty and unworkable constitutional foundation.  For a stable Nigeria there are two imperatives; namely: reversion to True Federalism and Regional Government and a return to a Parliamentary System of Government. 

These are the minimum conditions that can keep the Yoruba and most ethnic nationalities as permanent members of the Nigerian State.   … Ultimately the Draft PRONACO Constitution will have to be adopted as the basis of our New Constitution."


FROM EASTERN NIGERIA

The position of the East has not radically changed from what it was in Aburi in January of 1967 where, upon the failure of Federalism, it opted for a Confederal arrangement with maximum autonomy for the Federating Regions. If anything, the pursuits and sentiments of MASSOB and now the Lower Niger Congress, (a joint platform of the Igbo and the rest of the Niger Delta for self-determination), are indicative of a desire to extricate their territories from a failed Nigeria.

FROM THE MIDDLE BELT:

Many years of oppression and routine genocide against the peoples of the Middle-Belt by the Far North now aggravated by Boko Haram has compelled the Middle-Belt to go beyond merely seeking its own identity away from one monolithic North to now advocating a complete dismantling of the Nigerian Union.  Relatedly, at a Press Conference on the 13th December, 2011, the Christian Association of Nigeria in the 19 Northern States advocated that Nigeria should split. (Reported in Daily Sun Newspaper of December 14, 2011 at Page 7.)


THE SHARIA NORTH

BOKO HARAM, which operates as the enforcement arm of the Sharia Project, after their  bloody encounter with the Police in Kano in December 2011 issued a bulletin in which it restated its mission as follows:

    "We want to re-emphasize that our main objective is the restoration of the Sharia Legal System in line with the teachings of the Holy Qur'an.  We want the Nigerian Constitution to be abrogated and Democracy suspended and a full-fledged Islamic State established. We want to emphasize that trouble started in this part of the world when the white men came, colonised our land, chased away the Emirs and righteous leaders and then replaced the system with Western Legislative, Judicial and Executive procedures.  They also changed our pattern of learning and upbringing to the detriment of moral teachings; that was exactly what prompted the establishment of our organization." (Reported in Daily Sun, December 19th 2011)

And now come January 20, 2012 mayhem and massacre is again visited upon Kano for same reasons. 

NADECO unequivocally condemns the persisting unconscionable killings of Nigerians in certain areas in the northern parts of the country and the alleged pockets of retaliatory killings in the southern parts. NADECO condemns the bombing of churches and, for that matter, any other institution/place as well as the ultimatum and threat of further attacks which have precipitated the displacement and dislocation of particularly peoples from the southern parts of Nigeria from places they have lived. That having been said, let it be known from all observable signals and assessments, what is being witnessed now will be  child's play if we do not quickly confer.

We wish not, we pray not, but it will obviously be so, if we confer not.

It will be recalled that Movement for New Nigeria. (a joint platform of various self-determination blocs comprised of  the Lower Niger Congress, the Federation of Oodua Peoples and the Middle Belt Alliance) had by a Declaration on the 30th June, 2011, titled:  "THE FAILED STATE CALLED NIGERIA, OUR STAND"  reviewed the various agitations, positing that the 1999 Constitution was dead; that the Nigerian Union was at an end and in the light of the United Nations Declaration on the Rights of Indigenous Peoples 2007, concluded that each of the blocs were entitled to their Rights to Self Determination within their respective natural spaces and in formations  agreeable to them.  By another statement of September 5, 2011, MNN stated as follows following further development in the polity:
    "We fear that the Aburi option has now been kicked off the table by the sustained post election violence unleashed by the Sharia North leaving us with ARABA only.  Since Sharia is mutually exclusive with constitutionalism and democracy as amply reiterated by BOKO HARAM, it stands to reason that the geospace labeled Nigeria cannot remain one political union except either the Sharia block is persuaded/compelled to abandon Sharia for Democracy/Constitutionalism or the non Sharia Block is persuaded/compelled to abandon Democracy/Constitutionalism for Sharia; the prospect for either is nil and therefore creates a new reality.  Accordingly, the only choice to be made by all stakeholders is between a consensual peaceful dissolution of the failed Nigerian Project or to wait for the unilateral, uncoordinated exit of the erstwhile federating blocks which may become disorderly and even violent."

It is noteworthy that in what is clearly a studied advice on the subject of Sovereign National Conference, a group known as South-East/South-South Professionals in a Statement dated 20/01/12  warned that if by the end of 2012 the SNC is not yet convoked, the dialogue option of resolving the fundamental issues would in their words, be off the table, encouraging disenchanted ethnic nationalities to attempt to take their destinies in their hands. 

NADECO repeats its call for a Sovereign National Conference. NADECO calls on President Goodluck Ebele Jonathan and his governmental team, Executive-Legislative-Judiciary, to urgently embrace the much-advocated and indeed inevitable Sovereign National Conference (SNC). NADECO invites all stakeholders namely, the Ethnic Nationalities to intensify their respective constitution-making processes in formations of their choice including conducting referendum in their respective areas and blocs in readiness for the inevitable final resolution (by the only way that will be peaceful) of the long standing National Question. They should now finalise their respective Federating Units Constitutions, their positions at the Enahoro-led PRONACO that produced the Draft PEOPLES' CONSTITUTION. Pursuant to this and accordingly, Ethnic Nationalities across the country should now liaise  positively towards meeting in a Conference within the first-half of 2012; the earlier the better. The process is on. Be it known to all that the issues at stake transcend amendments or empanelment of Presidential Committee to  collate past reports. All these beg the question since no constitution had been agreed upon.

NADECO also commits, alongside the inevitability of the Sovereign National Conference, to  ensuring that any such adventure will come to naught and to the grief of any such perpetrators. The Ethnic Nationalities, the peoples of this country know that and will hold all those who (consciously/subconsciously,  voluntarily/involuntarily, individually/corporately, in or out of governance), delay/deny the critical conferencing vital for averting the day of reckoning, responsible and accountable for misdeeds; a Day of Reckoning that must surely come if we do not sit down and confer. Let it be stated for emphasis that some or a lot of the ethnic nationalities, completely sovereign in their own rights may not be allowing for the luxury of any further time-waste. We must confer now.
 
In the coming days, NADECO will be inviting the Ethnic Nationalities to a Colloquium where the issues and processes relating to the outlined will be reviewed by all concerned for a peaceful advancement.
